I think you should see this, as

it sems clear that, although the H.K.

Government may have roceeded with undue

precipitation, they did so with the cor-

dial sup ort and approval of the 0.C.,

R.A.F., Far East, and other Air Force off-

icers; and they were entitled to assume

that they would recover from the Air 'lin-

istry a share of the actual cost of the

work done on preparing the area, even though

the question of the terms on which

land is placed at the disposal of the

A.. is still under discussion. As to the

hiteaper,

I can't see that it has

any thing to do with the matter; all it

shows is that the R...F. will probably

want further facilities in H.K., which

confirms the sup ort of this proposal by

the local R.A.F. officers.

I think that, as well as telegraph-

ing, we should put this point of view s.o.
